When it becomes clear that the project cannot be delivered, then we start looking for entire subsystems to defer to a future release. Often the result is a severely crippled application that cannot run the business.
Continuous Scope Management
Effective scope management is implemented from day one and is constant, affecting the team's decisions at every level. Each feature card is time-boxed, and the team regularly splits cards that are too large in order to identify the high-value portion that can be delivered in a simpler package, deferring the other lower-value portions to a later iteration.
This permits the team to quickly build an application that covers the breadth of the customer's request. The customer will then prioritize the remaining features so as to always deliver the highest-value elements first.
By definition, anything that is not done when the budget runs out is then of less value than that which has been delivered. More importantly, what is delivered ACTUALLY WORKS!
